Abstract

Uluslararası, ulusal, bölgesel ve yerel fon sağlayıcı kuruluşların sayısının hızla artması, küreselleşme eğilimi ve devlet-toplum ilişkilerindeki değişimlerle birlikte projeciliğin ve proje yönetiminin giderek daha fazla önem ve yaygınlık kazandığı bir gerçektir. Bu önem ve yaygınlığa işaret etmek üzere özellikle son çeyrek yüzyılda modern toplumun bir proje toplumuna dönüştüğü ileri sürülebilir. Bu bağlamda Türkiye bir istisna değildir. Bu makale, sosyolojinin projecilikle ilgisine odaklanmakta ve sosyal araştırmanın sosyal müdahale ve projecilik sürecindeki rolünü incelemeyi amaçlamaktadır. Makale, ilk olarak proje ve proje yönetimi kavramlarına genel bir bakışı sunmaktadır. İkinci olarak makale, sosyolojinin sosyal yaşama müdahale bağlamındaki kuramsal pozisyonlarını genel hatlarıyla incelemekte ve müdahalenin hangi gerekçeler ve araçlarla meşrulaştırıldığını tartışmaktadır. Üçüncü adımda, makale sosyal araştırmanın projecilikteki rollerini farklı araştırma anlayış ve gelenekleri kapsamında irdelemektedir. Projeciliği sosyal yaşama müdahale aracı olarak ele alan makalenin ana argümanı odur ki sosyolojinin projecilikle üç ana ilişki türü vardır: Birincisi, sosyal yaşamda değişim amaçlayan politika/program/proje yapıcılara ve karar alıcılara yardımcı olacak bilgiler üretmek; ikincisi, sosyal dünyaya doğrudan ve dolaylı müdahale edici projeler geliştirip uygulamak ve üçüncüsü, sosyal yaşama müdaha

It is a fact that projects and project management have got increasing importance and popularity along with developments such as increasing number of local, regional, national and international found providers, globalism trends and changes in state-society relations. To point at this importance and popularity, it can be claimed that modern society has become a “project society” during last three decades. Turkey is not an exception in this context. This article is focused on sociology’s interest with projects and it aims to explore the role of social research on processes of social intervention and projects. The article, firstly, provides a general look at the concepts of project and project management. Secondly, it explores general theoretical positions in sociology in terms of social intervention while it also discusses what theoretical tools are used and how intervention is justified. As the third step, based on different understandings and traditions of research, the article examines the roles of social research in projects. Taking projects as instruments of social intervention, the article argues that sociology has at least three kinds of relations with projects. First, sociology generates knowledge that helps policy/program makers, project runners and decision-makers who are interested in social change. Second, professional sociologists directly develop and implement interventional projects. Finally, conducting researches in order to analyze impacts of interventional policies/programs and projects after they are implemented.
