Yerel demokratik aktörlerin demokrasi ve girişimcilik ilişkisine katkıları

Abstract

Çağımızın yükselen değeri olarak girişimcilik, gerek taşıdığı iktisadi bir değer üretimi niteliği gerekse uygulamaya geçtiği ortam ve harekete geçirdiği değişim süreci nedeniyle politik, sosyal ve kültürel açıdan farklı boyutlar kazanmaktadır. Sosyal ve kültürel yapının sahip olduğu imkânlar, girişimcilik için büyük önem taşımaktadır. Yaratıcı ve yenilikçi olma, risk alma, öncü olma, rekabetçi düşünme gibi özellikleri bünyesinde barındıran girişimcilik, bu özellikleri hayata geçirebileceği bir ortamda en iyi şekilde kendini ifade edebilecektir. Toplumsal ve politik kurumların yenilik ve değişiklik fikri karşısındaki tutumu yanında risk ve belirsizliklere gösterdikleri toleransın derecesi, girişimciliğin hayat bulma ihtimalini belirlemektedir. Katılım, hesap verebilirlik, insan haklarının korunması, yönetişim gibi unsurlar üzerine inşa edilen bir demokrasi kültüründe girişimci eğilimlerin pekiştirilmesi daha kolay gerçekleştirilen bir süreçtir. Demokrasi kültürü çerçevesinde bunu sağlayacak yönetişim aktörlerini ise belediyeler başta olmak üzere, kalkınma ajansları, üniversiteler, kent konseyleri ve sivil toplum örgütleri gibi kuruluşlar oluşturmaktadır. Kaynak ve yetki bakımından donanımlı ve güçlü bir yapıya sahip olan yereldeki aktörler, girişimcilik ikliminin oluşturulması ve sürdürülmesine çeşitli proje, etkinlik ve çalışmalarla sacayağı oluşturmaktadır. Bu kapsamda çalışmanın amacı, demokrasi kültürü ve girişimcilik arasında doğrusal bir ilişki olduğu tezi ile yerel aktörlerin, girişimcilik olgusu üzerindeki rolünü açıklamaktır. Bu doğrultuda yöntem olarak, literatür taraması ile çalışmanın temelini oluşturan kavramlar açıklanmış, yapılan etkinlik ve projeler değerlendirilmiş ve konuyla ilgili mevcut durum tespit edilerek gerçekleştirilmiş çalışmalara ilaveten yapılması önerilen hususlar ortaya konulmuştur.Entrepreneurship as the rising value of our age, acquire different dimensions in politic, social and cultural terms due to both the quality of the economic value production it has and the environment it come into effect and process of change. The opportunities of social and cultural structure are of great importance for entrepreneurship. Entrepreneurship, which includes the features of being creative and innovative, taking risks, pioneering, competitive thinking, will be able to express itself ideally in an environment that can implement all these. To what extent, social and political institutions show tolerance towards innovation, change, uncertainty and the perception of risk also reveals the possibility of entrepreneurship. The consolidation of entrepreneurial trends is an easier process in the culture of democracy that is built on elements as participation, accountability, human rights protection and governance. In the context of democracy culture, the governance actors to apply this are especially municipalities, development agencies, universities, city councils and non-governmental organizations. Those local actors which have a strong structure equipped with required resources and authority form the basis of the creation and maintenance of entrepreneurial climate with various projects and activities. Within this framework, the purpose of the study is to explain the role of local actors in accordance with the concept of entrepreneurship, through our thesis indicating that there is a linear relationship between a culture of democracy and entrepreneurship. As the method of the study; thanks to literature research the main concepts have been explained, the practices and projects have been evaluated and lastly, after the determination of the current situation, new proposals in addition to completed projects have been asserted.
