Komşuluk ve güvenlik: Plevne Mahallesi örnek olay incelemesi

Abstract

Bireyselleşmenin ön planda olduğu günümüz modern sonrası toplumlarının sosyal sorunlarından birisi de komşuluktur. Komşu ve komşuluk kavramı insanlık tarihi kadar eski olsa da günümüze gelene kadar bir değişim ve dönüşüm geçirmekle birlikte varlığını devam ettirmiştir. Komşuluğun ortaya çıkması ve yaşanmasında en önemli kavramlardan birisi güvenliktir. Komşuluk nasıl bireyler arası iletişimin bir sonucu olarak ortaya çıkıyor ise güvenlik de kendini güvende hissetme arzusunun bir tezahürüdür. Güvenlik ve komşuluk kavramları birbirlerini doğuran olgulardır. Komşuluk varsa güvenlik vardır ya da güvenlik varsa komşuluk vardır. Günümüzde komşuluk üzerine yapılan araştırmalarda daha çok komşuluk ilişkileri ve komşuluğun çevresel faktörlerle ilişkisine odaklanılmıştır. Literatürde komşuluğun geleneksel topluma ait bir kurum olduğu, modern ve modern sonrası zamanda yok olacağı, dönüşeceği şeklinde çeşitli varsayım ve çalışmalar ön plana çıkmaktadır. Bu doğrultuda, bütüncül bir yaklaşımla nicel araştırma yöntemleri içerisinde yer alan survey desenlerinden anket tekniği kullanılarak veriler toplanmış ve betimsel analizi yapılmıştır. Balıkesir Altıeylül Plevne Mahallesi’si özelinde gerçekleştirilen bu araştırma ile komşuluk literatürüne farklı bir bakış açısı kazandırılmaya çalışılmıştır. Elde edilen bulgulara göre, komşuluk güvenlik ilişkisinin toplumda yüksek bir oranda devam ettiği görülmektedir. Bu oran komşuluğun farklı boyutlarında (güven, emanet, gönüllülük, sosyal güvenlik) değişmekle birlikte komşuluğun devamı için güçlü bir direnç göstermektedir.

An importan dimention of the social relations of today's post-modern societies, where individualization is at the forefront, is neighborhood. Although the concept of neighbor and neighborhood is as old as human history, it has continued its existence despite a change and transformation until today. One of the most important concepts in the emergence and experience of neighborhood is security. Just as neighborhood emerges as a result of communication between individuals, security is also a manifestation of the desire to feel safe. The concepts of security and neighborhood are phenomena that give birth to each other. If there is neighborhood, there is security, or if there is security, there is neighborhood. Today, research on neighborhood has focused more on neighborhood relations and the relationship of neighborhood with environmental factors. In the literature, various assumptions and studies come to the forefront that neighborhood is an institution belonging to the traditional, that it will disappear or transform in the modern and post-modern times. In this direction, data were collected using the survey technique from the quantitative research methods with a holistic approach and descriptive analysis was conducted. This research, which was conducted specifically for Balıkesir Altıeylül Plevne Neighborhood, tried to provide a different perspective to the neighborhood literature. According to the findings, it is seen that the neighborhood security relationship continues at a high rate in the society. Although this rate changes in different dimensions of the neighborhood (trust, trust, volunteering, social security), it shows a strong resistance for the continuation of the neighborhood.
