This study examines the structural impacts of the Great Proletarian Cultural Revolution, which took place between 1966 and 1976, on the current state of China’s public administration. While China’s recent economic and technological rise has captured the public’s attention, the political system and historical context underlying this rise are not sufficiently understood. While studies on the Great Proletarian Cultural Revolution occupy a relatively significant place in Western scholarship, research focusing on this topic in Turkish scholarship has remained limited. The thesis adopts a retrospective (post festum) analytical framework based on the long-term (longue durée) time scale; following a dialectical approach, it argues that the Soviet-style centralized U-Form structure (thesis) evolved into a decentralized MForm governance structure (synthesis) with the contribution of the Great Proletarian Cultural Revolution. In the “Findings” section, the processes that paved the way for this revolution are first outlined, and then the transition—accompanied by a “tabula rasa” that wiped the institutional memory clean—is analyzed through the mechanisms of transformation. The dissertation discusses China’s position in the 21st century in the context of globally competitive state-owned enterprises, geopolitical balances, and the Xi era; the findings are compared with the revolutions in the Soviet Union and Turkey. Although Turkey and the USSR shared a centralized bureaucratic legacy similar to China’s, their attempts to dismantle the absolutist bureaucracy through revolution failed to gain traction and thus did not result in a permanent break with the past, as was the case in China. It is assessed that mass mobilizations may have contributed to this process in China, where revolutions in the superstructure accompanied transformations in the infrastructure; it is believed that this thesis offers an alternative analysis beyond the dominant liberal-orthodox interpretations.
