İdâdî mekteplerinde disiplin suçları ve cezalara bazı örnekler (1877-1915)

Abstract

Bu çalışma Osmanlı Devleti’nin eğitimde modernleşme kapsamında açmış olduğu idâdî mekteplerinde işlenen suçları ve bu suçlara karşılık verilen cezaları açığa çıkarma amacını taşımaktadır. Tarihsel yöntemin kullanıldığı çalışmada suça ait hadiselerin tespitinde idâdîlerin kuruluşundan Osmanlı Devleti’nin son dönemine kadar geçen zaman aralığı temel alınmıştır. Vakalar ekseriyetle soruşturma süreçleri nihayete ermiş olanlar arasından seçilmiştir. Ancak kızlara ait bir idâdî kurulmasında geç kalındığı için o noktaya temas edilememiştir. Nitekim idâdî mekteplerinde idare ve talim heyetine mensup görevliler; talimatname hükümlerine aykırı davranmışlar, mektep kaynaklarını israf ederek kendi çıkarları için kullanmışlar, şiddet göstermişler, özel işlerde mektep görevlilerinden istifade etmişlerdir. Aynı zamanda kumar, içki gibi kötü alışkanlıklara sahip olan görevliler, ders verecek ehliyete haiz olmadıkları gibi münasip görülmeyen ilişkiler içinde de bulunmuşlardır. Mektep idaresinin emir ve kurallarına riayet etmeyen görevliler, talebeleri idare aleyhine de kışkırtmıştır. İdare ve talim heyetine mensup kişiler, bu suçlar karşılığında; tenbîh, tebdîl, becâyiş, maaşta kesinti ve azledilme cezalarını almıştır. Talebeler ise siyasi meselelere dahil olmuşlar, uygunsuz yerlerde görülmüşler, arkadaşlarına ve mektepte görevli kimselere karşı şiddet içeren davranışlar sergileyip, edep ve ahlak sınırlarını aşan hareketlerde bulunmuşlardır. Talebeler işledikleri bu suçlara karşılık olarak tenbîh, tekdîr, hapis ve mektepten atılma cezalarına çarptırılmıştır.

This study aims to reveal the crimes committed in the idâdî schools opened by the Ottoman Empire within the scope of modernization in education and the punishments given for these crimes. The study, which uses the historical method, is based on the time interval from the establishment of the idādīs until the last period of the Ottoman Empire. The cases were mostly selected among those whose investigation processes were finalized. However, since the establishment of an idâdî for girls was too late, this point could not be touched upon. As a matter of fact, the officials belonging to the administration and instruction committees in idâdî schools violated the provisions of the instruction manual, wasted school resources and used them for their own benefit, showed violence, and benefited from school officials in private affairs. At the meantime, these officials, who had bad habits such as gambling and drinking, were not qualified to teach and were involved in relationships that were deemed inappropriate. Officials who did not obey the orders and rules of the school administration also provoked the students against the administration. For these offenses, members of the administration and the instruction committee were punished with reprimands, conversion, dismissal, transfer, salary deduction and supersession. Students, on the other hand, were involved in political affairs, were seen in inappropriate places, exhibited violent behavior against their friends and school officials, and acted beyond the limits of decency and morality. In response to these offenses, students were punished with reprimands, reproach, imprisonment and expulsion from the school.
