Yapay zekanın yönlendirici etkisi ışığında dijital siyaset

Abstract

Dünyada yaşanan değişim ve dönüşüm dalgasının temel ayağını oluşturan dijital teknolojinin etkilediği önemli alanların başında siyaset gelmektedir. Bilgi çağının araçları arasında ilk sırada gelen büyük veri ve yapay zekâ gibi mekanizmalar siyasetin içeriğinden yol ve yöntemine, siyasette kullanılan araçlardan siyaset yapma dili ve tarzına kadar geniş bir alanda değişim ve dönüşüm yaşanmasına neden olmuştur. Zira özellikle büyük veri ve yapay zekanın siyasi faaliyetlerde etkin şekilde kullanılması, bu alanda çeşitli tahmin modellerinin oluşturulmasını, simülasyonların geliştirilmesini ve sosyal örüntülerin tespitini mümkün kılmış, son on yılda gerçekleşen birçok siyasi süreçte gerek ulusal gerekse uluslararası aktörlerin dijital bir mücadele içine girdiği süreci başlatmıştır. Bunun yanı sıra yapay zekâ üzerine şekillenen yeni süreç, bazı kesimler tarafından demokrasi için yeni ve ciddi bir tehdit olarak algılanırken, bazı kesimler için temsili irade oluşumunda eksiklikleri giderecek bir çare olarak kabul edilmiştir. Bu kapsamda çalışmanın amacı yapay zekanın siyasi söylemi etkileme potansiyeline sahip olduğu kabulünden yola çıkarak siyaset arenasında kullanım biçimlerini örnekler üzerinden ortaya koymak, yapay zekâ teknolojisinin siyaseti nasıl yönlendirebileceği üzerine değerlendirmeler yapmaktır. Çalışmada siyasi iletişim, etkileşim, paylaşım, katılım, seçim gibi süreçlerde yapay zekanın dönüştürücü etkisi vurgulanmış, avantaj ve dezavantajları açıklanarak dijitalleşmenin olası yan etkilerine karşı önerilerde bulunulmuşturPolitics is one of the most important areas affected by digital technology, which constitutes the main pillar of the wave of change and transformation in the World. Mechanisms such as big data and artificial intelligence, which come first among the tools of the information age, have caused change and transformation in a wide range of areas, from the content of politics to the way and method, from the tools used in politics to the language and style of doing politics. In particular, the effective use of big data and artificial intelligence in political activities has made it possible to create various prediction models, develop simulations and detect social patterns in this field, and has initiated a process in which both national and international actors have entered into a digital struggle in many political processes in the last decade. In addition, the new process shaped by artificial intelligence has been perceived by some as a new and serious threat to democracy, while for others it has been accepted as a remedy to overcome the deficiencies in the formation of representative will. In this context, the aim of the study is to reveal the ways in which artificial intelligence is used in the political arena through examples, based on the acceptance that it has the potential to influence political discourse, and to make evaluations on how artificial intelligence technology can direct politics. In the study, the transformative effect of artificial intelligence in processes such as political communication, interaction, sharing, participation and elections was emphasized, its advantages and disadvantages were explained and suggestions were made against the possible side effects of digitalization.
