Plastik poşetlerden alinan bedellerin negatif dişsalliklar yönünden değerlendirilmesi

Abstract

Plastik poşetler doğaya atıldıklarında, yıllarca çözünmeden kalmakta ve çevreye zarar vermektedirler. Ayrıca üretim ve tüketim faaliyetleri esnasında negatif dışsallık yaymaktadırlar. Devletler, plastik poşet kullanımı ile oluşan çevre kirliliğini önlemek ve negatif dışsallıkları içselleştirmek amacı ile plastik poşet kullanımını azaltmak adına birtakım tedbirler almaktadırlar. Alınan tedbirler genellikle ücretlendirme veya vergilendirme olabilmektedir. Bu çalışmanın amacı plastik poşetlerin fiyatlandırılmasını negatif dışsallıklar yönünden incelemek ve sonuçlarını değerlendirmektir. Bu amaca yönelik olarak, plastik poşetlerin fiyatlandırılmasının plastik poşete olan talebi ne yönde etkilediği ve dışsallıkların içselleştirilmesine etkisi ele alınmıştır. Plastik poşet kullanımını kısıtlamaya yönelik vergileme, ücretlendirme, katkı payı alınması şeklinde çeşitli önlemler alınmıştır. Bu önlemlerin bireylerin tüketim davranışlarını olumlu yönde değiştirdiği görülmüştür. Plastik poşet kullanımının azaltılması, özellikle sera gazı etkisi yönünden çevreye olumlu yönde katkı sağlamıştır. Diğer taraftan alınan bedeller devlete mali yönden katkı sağlamıştır.

The aim of this study is to examine the pricing of plastic bags in terms of negative externalities and to evaluate the results. For this purpose, how the pricing of plastic bags affects the demand for plastic bags and its effect on the internalization of externalities are discussed.Various measures have been taken to limit the use of plastic bags, such as taxation, pricing and contribution. It has been observed that these measures have positively changed the consumption behavior of individuals. Reducing the use of plastic bags has contributed positively to the environment, especially in terms of greenhouse gas effects. On the other hand, the fees received contributed financially to the state.
