Türk savunma sanayisinin tarihsel gelişimi

Abstract

Bu çalışmada, Türkiye'nin savunma sanayisinin tarihsel gelişimi ele alınmıştır. Savunma sanayi, ülkelerin ulusal güvenliklerini sağlamak ve askeri kapasitelerini artırmak amacıyla kritik bir sektör olup, Türkiye’nin savunma sanayisi, Cumhuriyet’in ilanından önceki Osmanlı dönemine kadar uzanan bir geçmişe sahiptir. Osmanlı döneminde, İstanbul’un fethinde kullanılan toplardan, ilk modern askeri sanayi yapılarının oluşturulmasına kadar çeşitli yenilikler görülmüştür. Cumhuriyet dönemiyle birlikte, yerli savunma sanayisinin temelleri atılmış ve özellikle 1950'lerden itibaren, Türkiye'nin bağımsızlık hedefi doğrultusunda çeşitli sanayi yatırımları yapılmıştır. 1970'ler sonrası dönemde, dışa bağımlılık ve silah ambargoları nedeniyle savunma sanayisinin yerli üretim kapasitesini artırmaya yönelik önemli adımlar atılmış, 1980'lerden sonra ise Türkiye, yerli üretimde ciddi ilerlemeler kaydederek savunma sanayisinde bağımsızlık yolunda önemli aşamalar kaydetmiştir. 1995-2020 yılları arasında, savunma sanayi ihracatının arttığı, yurt içi savunma ihtiyaçlarının ötesine geçerek küresel pazarda rekabetçi bir oyuncu haline gelindiği gözlemlenmiştir. Bugün Türkiye'nin savunma sanayi, teknolojik altyapı ve Ar-Ge yatırımlarıyla gelişmiş ve yerli üretim kapasitesini her geçen gün artırmıştır. Gelecekte, sektördeki büyüme, üniversite-sanayi iş birliklerinin güçlendirilmesi, Ar-Ge harcamalarının artırılması ve savunma teknolojilerinde inovasyonun teşvik edilmesiyle devam edecektir. Bu makale, Türkiye’nin savunma sanayisindeki tarihsel dönüşümü ve bu dönüşümün küresel ve ulusal güvenlik politikaları üzerindeki etkilerini ortaya koymakta ve sektörün geleceğine dair öneriler sunmaktadır

This study examines the historical development of Türkiye's defense industry. The defense industry is a critical sector for ensuring national security and increasing military capacity, and Turkey's defense industry has a history dating back to the Ottoman era, preceding the proclamation of the Republic. The Ottoman period witnessed numerous innovations, from the cannons used in the conquest of Istanbul to the establishment of the first modern military industrial structures. With the Republican era, the foundations of the domestic defense industry were laid, and, particularly from the 1950s onward, various industrial investments were made in line with Türkiye's goal of independence. In the post-1970s period, due to external dependency and arms embargoes, significant steps were taken to increase the domestic production capacity of the defense industry. After the 1980s, Turkey made significant strides towards independence in the defense industry by making significant progress in domestic production. Between 1995 and 2020, defense industry exports increased, transcending domestic defense needs and becoming a competitive player in the global market. Today, Türkiye's defense industry has advanced through technological infrastructure and R&D investments, and its domestic production capacity has steadily increased. In the future, growth in the sector will continue through strengthening university-industry collaborations, increasing R&D spending, and encouraging innovation in defense technologies. This article explores the historical transformation of Turkey's defense industry and its impact on global and national security policies, and offers suggestions for the sector's future.
