Küresel pandemi (COVID-19) ve kent yönetimlerinin tepkisi: Londra Belediyesi örneği

Abstract

Toplumlar arası ilişkilerde ticaret, din, savaş vb. etkenler belirleyici olmuştur. Yaşayan bir organizma olarak kentler toplumların edindikleri birikimlerin dağıtım üssüdür. Kentler aynı zamanda salgın tehditlerinin de en yoğun yaşandığı yerleşimlerdir. Günümüzde yaşanan küresel COVID-19 pandemisinin birincil düzeyde kent yaşamını etkilediği düşünüldüğünde dünden bugüne değişen bir şey olmadığı görülmektedir. Toplumları sosyo-ekonomik açıdan değişim ve dönüşüme zorlayan salgın gerçeği bugün de ayrım yapmaksızın insan kayıplarına yol açmaya devam etmektedir. Konunun tek trajik olan kısmı ise insan kayıpları ve yıkımlar değildir. Tarihte görüldüğü üzere salgın aynı “coğrafi ayak izi” üzerinde yolculuk yapmakta ve yine kent halkını tehdit etmektedir. Londra sanayi devriminin merkezi olarak hafızalarda yer edinmekle birlikte dünya salgın tarihinin yıkıcı etkilerini yaşayan bir yerleşim yeridir. İngiltere, WHO verilerine göre COVID-19 salgının Avrupa’daki merkez üssü konumundadır. Bu veri çalışmamızı yönlendiren birincil etken olmuştur. Londra ise tarihte yaşadığı Black Death ve İspanyol gribi süreçleri ile bir kez daha yüzleşmiş bulunmaktadır. Geçmişten günümüze salgının güzergahı ve gerekçeleri benzerlikler gösterdiği gibi mücadele yöntemleri de yakın görünmektedir. Ancak günümüzdeki teknolojik imkanların salgınla mücadele açısından önemli avantajlar sağladığı görülmektedir. Önemli olan nokta ise klasik kent hizmetlerinin sunumuna uyarlanan dijital aktörlerin salgın sürecinde de fark yaratıcı biçimde alanda kullanılmasıdır. Bu çalışmada Londra’nın 21. Yüzyılın Vebası olmaya şimdiden aday olan COVID-19 pandemisi ile mücadele yöntemleri ele alınmakta ve kent yönetiminin tecrübeleri aktarılmaktadır.

Factors such as trade, religion and war have been decisive in inter-communal relations. Cities, as living organisms, are the distribution base of society's accumulation. Cities are also the places that are most exposed to epidemic threats. Considering that today's global COVID-19 pandemic affects urban life at a primary level, it is seen that nothing has changed from past to today. The epidemic incident that forces societies to change and transform socio-economically continues to cause human loss without any elimination. The only tragic part of the epidemic is not human loss and destruction. As seen in history, the epidemic travels on the same "geographic footprint" and again threatens the city people. Although London is renowned as the center of the Industrial Revolution, it is a city that experiences the destructive effects of world epidemic history. According to WHO data, UK is the epicenter of the COVID-19 outbreak in Europe. This data was the primary factor driving our study. London is once again faced with the outbreak processes like the Black Death and the Spanish flu as it experienced in history. While the route and reasons of the epidemic are similar from past to present, fighting mechanisms also seem similar. However, it is seen that today's technological opportunities provide important advantages in terms of combating epidemic. The important point is using the digital actors adapted to the provision of classical city services in a different way in the epidemic process. In this study, methods of London city to combat the COVID-19 pandemic, which is already a candidate to be the Black Death of the 21st Century, are discussed and the experiences of the city administration are conveyed.
