Disasters are events that disrupt daily life, quickly impacting social and economic life, causing serious loss, injury, and death. Applicable disaster management must be established for everyone to address the unpredictability of disasters, including when, where, how, and how severe they may be. Considering the vital importance of minimizing the negative effects of disasters on society as a whole, especially on at-risk groups, disaster preparedness for individuals with disabilities must be different from the preparations made for healthy individuals. The aim of this study is to draw attention to the fact that disabled individuals, who are at risk, are made visible in disasters, considering that their special needs are included in only 8% of disaster plans worldwide, and to make recommendations to reduce the negative effects that arise in such situations. Considering that individuals in society may have varying levels of vulnerability in disasters and emergencies such as earthquakes, a number of recommendations have been made for future disaster-related studies, including the development and implementation of disability management strategies specific to groups with physical, visual, hearing, and mental disabilities, and the actions that both individuals with disabilities and their immediate surroundings should take to minimize the damage these groups may suffer from disasters and to make society disaster-resistant. These recommendations are also made within the framework of the practices followed in this field in Türkiye.
