SOSYAL DEVLET ANLAYIŞININ YEREL KARŞILIĞI: SOSYAL BELEDİYECİLİK VE TEMEL SORUNLARI

Abstract

ÖZET1970’li yıllarda ortaya çıkan, 1980’li yıllarda etkisini iyice hissettiren küreselleşme olgusu, neo-liberal politikalar, devletin küçültülmesi anlayışı sosyal ve ekonomik politikalarda değişime yol açmış, sosyal devlet anlayışı erozyona uğramıştır. Merkezi hükümetin rol ve fonksiyonlarının sınırlanması, yerel yönetimlerin kentlerde ciddi aktörler olarak ortaya çıkması, belediyelerin sosyal sorunların çözümünde daha fazla görev ve sorumluluk almaya başlaması sonucunda, sosyal devletten doğan açığı kapatmaya yönelik programlara dayanan sosyal belediyecilik anlayışı gelişmiştir.Çalışmanın amacı, çizilen tarihsel çerçevenin ardından sosyal devlet anlayışında görülen değişimin Türkiye’de sosyal belediyecilik üzerindeki etkilerini incelemek, yaşanan sorunlara ve çözüm önerilerine değinmektir.Anahtar Kelimeler: Sosyal Devlet, Sosyal Politika, Sosyal BelediyecilikJel Kodları: H10, H70

The phenomenon of globalization, neo liberal policies, which emerged in the 1970s and felt its effects in the years of the 1980s, has led to a change in social and economic policies, and the understanding of the social state has undergone erosion. As a result of the limited role and functions of the central government, the emergence of local governments as serious actors in the cities, and the beginning of the municipalities to take more function and responsibility for the solution of social problems, social municipalism developed based on programs for the closure of the social state. The aim of the study is to examine the effects of socialist municipalism in Turkey on the change in the understanding of the social state after the historical frame drawn, to address the problems and solutions proposed
