Özet
The Turco-Russian wars in the I Bth century led to the need for repairing and strenghtening of castles in Caucasia. The number of construction activities' being over the labour supply forced Ottoman govemment to transfer construction workers to the region. The trans ferred wor/{ers were chosen among both Muslims and non-Muslims, that's the criteria had been the qualifications instead of the religious background. The author of this artic/e deals with this transfer of wor kers to Caucasia in the I Bth century and argues that al/ workers are tre ated equal/y without looking at their backgrounds.
