Türkiye’de bütçe açığı ve cari işlemler açığı (ikiz açık) ile ekonomik büyüme ilişkisinin analizi (1990-2023 dönemi)

Abstract

Ekonomik istikrar açısından ekonomik büyüme ile bütçe açığı ve cari açık ilişkisinin belirlenmesi önem arz etmektedir. Bu çalışmada, Türkiye’de 1990-2023 döneminde bütçe açığı ve cari açığın ekonomik büyüme üzerinde uzun dönem ve kısa dönemli etkisi analiz edilmiştir. Araştırma sonuçlarında değişkenler arasında uzun dönemli bir eşbütünleşme ilişkisinin olduğu tespit edilmiştir. ARDL analizi uzun dönem sonuçlarında bütçe açığı ile ekonomik büyüme arasında negatif, cari açık ile ekonomik büyüme arasında ise pozitif yönde bir ilişki olduğu sonucuna ulaşılmıştır. Uzun dönemde bütçe açığı %1 arttığında ekonomik büyüme oranı %0,38 düzeyinde azalmakta, cari açık %1 arttığında ise ekonomik büyüme oranı %0,77 oranında artış göstermektedir. Hata düzeltme modeli sonuçlarında, kısa dönemde bütçe açığının birinci farkının ekonomik büyüme üzerindeki etkisinin uzun dönemde olduğu gibi negatif, cari açığın birinci farkının birinci gecikmesinin ekonomik büyüme üzerindeki etkisi ise pozitif yöndedir. Araştırmanın ampirik bulguları, bütçe açığının ekonomik büyümeyi olumsuz etkilediğini öne süren Neoklasik Yaklaşımı desteklemektedir. Ayrıca sonuçlar, Türkiye ekonomisinde yüksek ekonomik büyüme rakamlarına yüksek cari açık verilen dönemlerde ulaşıldığına işaret etmektedir

Determining the relationship between economic growth and budget deficit and current account deficit is important for economic stability. This study analyzes the long-run and short-run effects of budget deficit and current account deficit on economic growth in Türkiye for the period 1990-2023. The results of the study show that there is a long-run cointegration relationship between the variables. In the long-run results of ARDL analysis, it is concluded that there is a negative relationship between budget deficit and economic growth, while there is a positive relationship between current account deficit and economic growth. In the long run, when the budget deficit increases by 1%, the economic growth rate decreases by 0.38%, while when the current account deficit increases by 1%, the economic growth rate increases by 0.77%. In the error correction model results, the effect of the first difference of the budget deficit on economic growth in the short run is negative as in the long run, while the effect of the first lag of the first difference of the current account deficit on economic growth is positive. The empirical findings of the study support the Neoclassical Approach which argues that budget deficit has a negative impact on economic growth. Moreover, the results indicate that high economic growth figures in the Türkiye economy are achieved in periods of high current account deficit.
