Türk siyasal kültürü kapsamında bir sistem arayışı: Cumhurbaşkanlığı hükümet sistemi

Abstract

Toplumu oluşturan bireylerin hayat biçimlerini maddi ve manevi olarak etkileyen, geçmişten günümüze toplumun üyeleri tarafından öğrenilerek paylaşılan kültür, içinde yaşadığı toplumda gelişmekte, toplumsal çoğunluğun temel olarak benimsediği yaşam şekillerinden meydana gelmektedir. Her toplumun kendisine özgü bir kültüre sahip olması, siyasal uygulamaların da yine aynı şekilde o topluma özgü özellikler kazanmasını sağlamaktadır. Bu uygulamaların başında hükümet sistemi gelmektedir. Bir ülkenin sahip olduğu hükümet sistemi o ülkenin siyasal dinamiklerine, siyasal yapı ve kurumlarına, bireylerin siyasal tutum ve eğilimlerine, demokratik olgunluğuna kadar uzanan geniş yapısal faktörlerle yani bu unsurların tamamını kapsayan siyasal kültürle yakından ilişkilidir. Çalışmanın amacı, siyasal kültür ile hükümet sistemi arasındaki ilişkinin boyutlarını ortaya koyarak Cumhurbaşkanlığı Hükümet Sistemi’ni Türk siyasal kültürünün dinamikleri çerçevesinde ele almaktır. Bu kapsamda çalışmada, hükümet sistemi tercihi yapılırken ilgili ülkenin siyasal kültürünün dikkate alınması gerektiği kabulünden yola çıkılarak, Türk siyasal kültürünü oluşturan temel unsurlar incelenmiş, Cumhurbaşkanlığı Hükümet Sistemi’nin söz konusu kültür ile uyumu noktasında avantaj ve dezavantajları ortaya koyulmuştur.The culture, which affects the life styles of the individuals who constitute the society materially and spiritually, and which is learned and shared by the members of the society from past to present, develops in the society in which it lives. And the culture consists of the lifestyles that the social majority basically adopts. The fact that each society has its own culture ensures that political practices also gain characteristics specific to that society. At the beginning of these applications is the government system. The government system of a country is closely related to the political dynamics of that country, its political structure and institutions, the political attitudes and tendencies of individuals, and the political culture that covers all of these elements. The aim of the study is to examine the Presidential Government System within the framework of the dynamics of Turkish political culture by revealing the dimensions of the relationship between political culture and the government system. In this context, the study is based on the assumption that the political culture of the relevant country should be taken into account while choosing the government system. The basic elements that constitute the Turkish political culture are examined, and the advantages and disadvantages of the Presidential Government System in terms of compatibility with this culture are revealed.
