Dijital demokrasi ve yönetişim ilişkisi çerçevesinde e-demokrasi/e-devlet uygulamaları

Abstract

Sanayi toplumundan bilgi toplumuna geçişin yaşandığı günümüzde, küreselleşme ile paralellik gösteren ve yaygınlaşan bilginin kullanımı siyasi, ekonomik, toplumsal ve kültürel birçok alanı etkisi altına almıştır. Bilgi iletişim teknolojileri kullanımının tüm dünyada artması ve bu teknolojinin gündelik yaşama nüfuz etmesi, siyasi faaliyetleri de kapsayan çok geniş bir alanda teknoloji kullanımını önemli bir fırsat haline getirmiştir. Yönetim sürecindeki tüm aktörlerin uzlaşısını esas alan yönetişim, bilgi ve iletişim teknolojilerini kullanarak vatandaşın mümkün olan her alanda demokratik karar alma süreçlerine katılımını sağlayan etkin bir katılım mekanizması oluşturmaktadır. Kamu, özel ve sivil kesimi ortak bir noktada buluşturan yönetişim, hesap verebilirlik, şeffaflık, etkinlik gibi özelliklerini elektronik ortamda e-devlet aracılığıyla hayata geçirmektedir. Demokratik katılımcılığı yönetsel süreçte etkin kılma noktasında ise e-demokrasi ile kesişmektedir. Demokratik sürecin işleyişi açısından gerekli olan faaliyetlerin bilgi iletişim teknolojilerinin geliştirdiği stratejilerle yürütülmesi olan e-demokrasi, vatandaşa bilgi ve iletişim teknolojilerini kullanarak politikalara yön verme ve hesap sorma yolunu açmaktadır. E-demokrasi bu özelliği ile e-devlet oluşumuna katkı sağlarken, e-devlet uygulamaları ise katılımcı demokrasiyi elektronik ortama aktararak e-demokrasiyi beslemektedir. Bu kapsamda çalışmanın amacı, bilgi iletişim teknolojilerinin gelişmesi ile birlikte gündeme gelen e-demokrasi kavramını açıklayarak, e-devlet ile olan ilişkisini yönetişim yaklaşımı temelinde ele almaktır. Bu amaçlar doğrultusunda yöntem olarak, literatür taraması ile çalışmanın temelini oluşturan kavramlar açıklanmış, yapılan etkinlikler değerlendirilmiş ve konuyla ilgili dünyadan ve Türkiye’den uygulama örnekleri ile mevcut durum tespit edilerek, gerçekleştirilmiş çalışmalara ilaveten yapılması önerilen hususlar ortaya konulmuştur.In today's world of transition from the industrial society to the information society, the use of information that is in parallel with globalization and spreading has affected political, economic, social and cultural fields. The use of information communication technologies has increased all over the world. This technology has penetrated daily life. This has made the use of a very large area of technology, including political activities, an important opportunity. Governance is based on the consensus of all actors in the management process. It uses information and communication technologies to create an effective participation mechanism that enables citizens to participate in democratic decision-making processes in every possible arena. Governance, which combines the public, private and civil sectors in a common point, make actual features such as accountability, transparency, efficiency through the e-government in electronic environment. It intersects with e-democracy within the scope of making democratic participation active in the administrative process. E-democracy that the activities which are necessary for the functioning of the democratic process carry out with the strategies developed by the information communication technologies, opens the way to direct politics and accountability by using information and communication technologies for citizens. While e-democracy contributes to the formation of e-government with this feature, egovernment applications feed e-democracy by transferring participatory democracy to electronic environment. Within this framework, the purpose of the study is to explain the concept of e-democracy coming to the agenda with the development of information communication technologies and to discuss the relation with e-government on the basis of governance approach. As the method of the study; thanks to literature search the main concepts have been explained, the practices have been evaluated and lastly, after the determination of the current situation with examples from the relevant world and Turkey, new proposals in addition to completed projects have been asserted.
