An evaluation on e-municipality and local democracy

Abstract

It is an important fact that serious changes and transformations are taking place in the current period. The development of information technologies touches and affects many different fields. The main goal of e-government systems is to provide fast, interactive and reliable public services through the internet environment. E-municipality applications refer to the reduction of the e-government service system to the local level. With e-municipality applications, it is aimed to realize the services to be provided at the local level in the most effective way. In this study, the concept of e-municipalism and the phenomenon of local democracy in terms of local governments responsible for the provision of local services are discussed. A participatory democratic perspective is indispensable for the existence of democracy. It has been concluded that a broad-based civil participation will be ensured and a more democratic system can be formed in local administrations that incorporate e-municipal applications and successfully implement the requirements of local democracy. In addition, it is an undeniable fact that more effective empowerment studies should be carried out in this field in our country and the necessary legal infrastructure should be prepared.

İçinde bulunduğumuz dönemde ciddi değişim ve dönüşümlerin yaşandığı önemli bir gerçektir. Enformasyon teknolojilerinin gelişimi birçok farklı alana temas etmekte ve bunları etkilemektedir. E-leşen devlet sistemleri ile erişilmek istenen temel hedef internet ortamı üzerinden hızlı, interaktif ve güvenilir bir kamu hizmetinin sunulmasını gerçekleştirmektir. E-belediyecilik uygulamaları, e-devlet hizmet sisteminin yerel düzeye indirgenmesini ifade etmektedir. E-belediyecilik uygulamaları ile yerel düzeyde sunulacak olan hizmetlerin en etkin şekilde gerçekleştirilmesi hedeflenmektedir. Bu çalışmada e-belediyecilik kavramı ve yerel hizmetlerin sunumundan sorumlu olan yerel yönetimler açısından yerel demokrasi olgusu ele alınmıştır. Demokrasinin mevcudiyeti açısından katılımcı bir demokratik perspektif vazgeçilemez bir durumdur. E-belediyecilik uygulamalarını bünyesinde barındıran ve yerel demokrasinin gereklerini başarıyla hayata geçiren yerel idarelerde geniş tabanlı bir sivil katılımın sağlanacağı ve daha demokratik bir sistemin oluşabileceği sonuçlarına ulaşılmıştır. Ayrıca ülkemizde bu alanda daha efektif güçlendirme çalışmalarının yapılması ve gerekli yasal alt yapının hazırlanması inkar edilemez bir gerçektir.
