Nizam-ı Kadim’den Nizam-ı Cedid’e: Geç Osmanlı dönemi inşaat şirketleri

Abstract

Osmanlı Devleti kurulduğu ilk günlerden beri imar ve ihya faaliyetlerine özen göstermiştir. Temel ihtiyaç olarak görülen barınma probleminin giderilebilmesi için yapı üretimi gerçekleştirilmiştir. Anadolu coğrafyasında, Osmanlı Devleti için önemli bir fetih yeri olan Karacahisar ile başlayan şehirlerin şekillenmesi mekânsal anlamda dönüşümün başladığı yerdir. Şehirlerin fiziksel görünümlerinin oluşmasında inşaat faaliyetlerine ağırlık verilmiştir. Bu hususta sadece sivil yapı değil aynı zamanda kamusal yapıların da inşa süreci ivme kazanmıştır. Bu anlamda yapı üretiminde önemli bir kurum Hassa Mimarlar Ocağı’dır. Osmanlı klasik döneminde Hassa Mimarlar Ocağı imar faaliyetleri hususunda etkin bir role sahiptir. Tanzimat’ın ilanı ile başlayan “değişim ve dönüşüm” inşaat esnafının örgütlenmesi konusunda da etkili hale gelmiştir. Bu durum, kurumsal tarih yazımı açısından kritik önem taşıyan yeni bir kurumun ortaya çıkışına zemin hazırlamıştır. Geleneksel Hassa Mimarlar Ocağı'nın lağvedilmesiyle birlikte, imparatorluk bürokrasisinde inşaat alanında şirketleşme hareketleri ivme kazanmıştır. Bu dönüşüm sürecinde, özellikle kentsel altyapı projelerini desteklemek üzere uzmanlaşmış yeni bir ekonomik faaliyet alanı teşekkül etmiştir. Söz konusu yapılanma, Osmanlı modernleşme tarihinde “ilk inşaat şirketleri” olarak kayıtlara geçmiştir. Araştırmanın temel eksenini oluşturan bu kurumsal yapılar, dönemin sosyo-ekonomik dinamiklerini analiz etmek açısından kritik bir inceleme alanı sunmaktadır. Çalışmanın esas odağı, yapı sektörünün ihtisaslaşması ve şirketleşmesi ve bu yöndeki ilk örnek şirketlerin belirlenmesidir.

The Ottoman State has paid attention to construction and revitalization activities since its earliest days. To address the fundamental need for housing, building production has been carried out. In the Anatolian geography, the shaping of cities began with Karacahisar, an important conquest site for the Ottoman State, marking the start of spatial transformation. Construction activities have been emphasized in the formation of the physical appearances of cities. In this regard, not only civil structures but also the construction of public buildings gained momentum. An important institution in this context is the Hassa Architects’ Guild. During the classical period of the Ottoman Empire, the Hassa Architects’ Guild played an active role in urban development activities. The "change and transformation" that began with the declaration of the Tanzimat also became influential in the organization of the construction trades. This situation laid the groundwork for the emergence of a new institution that is critically important for institutional historiography. With the dissolution of the traditional Hassa Architects’ Guild, movements towards corporatization in the construction sector within the imperial bureaucracy gained momentum. During this transformation process, a new area of economic activity specialized in supporting urban infrastructure projects was established. This structure has been recorded in the history of Ottoman modernization as the "first construction companies." These institutional structures, which form the core axis of the research, provide a critical field of study for analyzing the socio-economic dynamics of the period. The main focus of the study is the specialization and corporatization of the construction sector and the identification of the first example companies in this direction.
