Kent kimliğinin oluşturulmasında kültürel unsurların önemi: Balıkesir üzerine bir inceleme

Abstract

Küreselleşme, sosyal, ekonomik ve teknolojik gelişmeler, mekânsal ve toplumsal bir alan olarak kentin değişimini kaçınılmaz kılmıştır. Bu değişimin yarattığı atmosferle kent kimliği ve kent kültürü kavramları önem kazanmıştır. Kentlilerin geçmişten günümüze taşıdığı değerler bütünü olan kent kültürü, tarihin ve doğanın kente bıraktığı birikimdir. Kentler, barındırdıkları değerler yoluyla kent kimliğinin çerçevesini oluştururlar. Kent kimliği ise, kentin sürekliliğini sağlayan ayırt edici özelliklerdir. Kent kültürünün ve kimliğinin canlandırılmasında ve korunmasında yerel yönetimlerin etkisi büyüktür. Bu çerçevede Balıkesir Belediyesi’nin 2012’de Büyükşehir Belediyesi statüsüne kavuşması, yerel yönetimlerin baş aktörü olarak belediyenin sosyal ve kültürel alanlarda daha aktif rol almasını, kent kültürü ve kimliği üzerine özgün politikalar üretmesini gerekli kılmıştır. Çalışmanın amacı, tarihi ve doğal güzellikleriyle zengin Balıkesir’de kent kültürü ve kimliğinin canlandırılması adına belediyecilik kapsamında gerçekleştirilen katkıları tespit etmek ve bunun geliştirilmesi için yapılması gereken faaliyetleri vurgulamaktır. Balıkesir Büyükşehir Belediyesi’nin düzenlediği kültür turizmi çalışmaları, tarihi yapıların korunması üzerine gerçekleştirdiği projeler, doğal güzelliklerin keşfi için aldığı önlemler, kent kültürü ve kimliğinin gelişmesine katkı sağlamıştır. Ancak yapılan çalışmaların, kültürel değerlerle doğal değerlerin birleştiği Balıkesir’deki sahip olunan potansiyelin gün yüzüne çıkarılmasında eksik kaldığı görülmektedir. Şehrin sahip olduğu kültürel önem göz önüne alındığında bu çalışmalara ek olarak belediyenin diğer yerel aktörlerle işbirliğiyle yeni ve kapsamlı çalışma alanları oluşturması önerilmektedir.

Within the context of globalization; social, economic and technological developments have made the change of cities unavoidable. Thanks to the atmosphere with this change, the concepts of the city identity and the city culture gain importance. The city culture, which is a set of values brought from past to present by the city dwellers, is the whole savings left by the history and the nature. Cities shape the frame of city identity with these values. City identity is the general name of all features of a city which helps to distinguish itself from other cities. In the process of resurrection and protection of city culture and city identity, the local governments have an important role. Within this frame, the legalization of the municipality of Balıkesir as the metropolitan municipality in 2012 has made this municipality, as the leading actor in the local authority, to play a more active role in social and cultural areas and make more distinctive policies over these two concepts. This study aims to establish the contributions by the municipality to resuscitate the city culture and identity in Balıkesir which is a rich city with its natural and historical beauties and to emphasize the actions to be taken to develop these areas. The cultural and touristic activities held by Balıkesir Metropolitan Municipality, the projects to protect the historical monuments, the precautions taken for the exploration of the natural beauties, have all contributed to the development of the concepts of city culture and city identity. Despite these, it has been realized that all these actions have been insufficient to bring to light to the potential of Balıkesir in which the natural and historical values meet. In terms of the cultural importance of the city, this study additionally proposes to create new and more extensive local working areas which will be in collaboration with the municipality.
