Emekli göçü literatürünün değerlendirilmesi

Abstract

Göç, klasik tanımıyla bireylerin veya toplulukların, sınırları belli bir alandan başka bir alana olan yer değiştirmelerini ifade etmektedir. Göçün bu klasik tanımında coğrafi anlamda bir hareketlilik söz konusudur; fakat, göç aslında bu tanımdan daha fazlasını içeren karmaşık ve çok boyutlu bir süreçtir. Bunun nedeni, göçün ekonomik, sosyal, siyasi, kültürel, psikolojik ve çevresel etkilerinin olmasıdır. Aynı zamanda dinamik yapısı da olan göç süreci, hem göç alan hem göç veren toplumları değiştirmekte ve dönüştürmektedir. Göç, çoğunlukla ekonomik sebeplerle veya zorunlu olarak yapılmasına rağmen, araştırmanın odak noktasında yer alan emekli göçü, genellikle ekonomik güdülerle yapılmayan, isteğe bağlı bir göç türüdür. Literatürde yer değiştirmenin emekli göçü olarak sayılabilmesi için, bireyin göç etmeden önce emekli olması ortaüst sınıfta yer alması, en az 50 yaşında olması ve yılın en az 3 ayını göç ettiği yerde geçirmesi gibi kriterler genellikle kabul görmektedir. Bu araştırmada özellikle 1980'li yıllardan sonra önemi artan ve günümüzde de önemini arttırarak devam ettiren emekli göçü açıklanmış; kaynak taraması yöntemi kullanılarak yerli ve yabancı literatür hakkında değerlendirmeler yapılmıştır. Konuyla ilgili Türkiye'de yapılan çalışmalarda, Türkiye'deki Avrupalı emekli göçmenleri daha çok sosyolojik ve ekonomik perspektifte incelenmiştir. Az sayıda çalışmada mekânsal boyutla ilgili hususlara değinilmiştir. Yabancı literatürde ise konunun uluslararası yönüyle birlikte ekonomik, politik ve sosyolojik tarafları ön plana çıkmıştır. Bu önemli göç türünün coğrafi tarafını irdeleyen çalışmaların artması gerekmektedir; çünkü, emekli göçmenler gittikleri destinasyonlarda kültürel peyzajla fiziki çevreye çeşitli biçimde ve derecede etki etmekte; aynı zamanda söz konusu faktörlerden etkilenmektedirler. Ayrıca, emekli göçü için tercih edilen bölgeler, doğal ve/veya kültürel güzelliklere sahip, bir diğer deyişle coğrafi özellikleri elverişli olan yerlerdir. Dolayısıyla, emekli göçünün coğrafi yönüne vurgu yapan çalışmaların artmasıyla birlikte, emekli göçünün mekanla karşılıklı etkileşiminin ve bunun sonuçlarının ayrıntılı bir şekilde açıklanması sağlanacaktır

Migration, in its classical definition, refers to the displacement of individuals or communities from one area to another. In this classical definition of migration there is a geographic mobility; however, migration is actually a complex and multidimensional process that involves more than this definition. This is due to the economic, social, political, cultural, psychological and environmental impacts of migration. At the same time, the migration process, which also has a dynamic structure, is changing and transforming both migrant and immigrant societies. Although migration is often done for economic reasons or necessarily, retirement migration, which is at the focal point of the research, is an optional type of migration, which is usually not carried out with economic incentives. In order to be considered displacement as a retirement migration in the literature, criteria such as the individual being retired before immigration, being at least 50 years old and having spent at least 3 months of the year at the place of emigration are generally accepted. In this research, the retirement migration, which has become more important after 1980s and has continued its importance today, has been explained. The literature review was made by using the method of literature review. In studies conducted in Turkey on the issue, Europeans retired immigrants in Turkey is examined in more sociological and economic perspectives. In a small number of studies, spatial dimensions are discussed. In the foreign literature, the economic, political and sociological aspects of the issue came to the fore with the international aspect of the issue. Studies investigating the geographic side of this important type of migration need to increase; because retired migrants influence cultural environment and physical environment in various ways in various destinations; they are also influenced by these factors. In addition, the regions preferred for retirement migration are natural and / or cultural beauties, in other words geographic features. Therefore, with the increase of studies emphasizing the geographical aspect of retirement migration, it will be ensured that the mutual interaction of retirement migration with the space and its consequences will be explained in detail.
