Bir hibrit savaşın anatomisi: Rusya- Ukrayna savaşının çatışma noktaları ve kazanan- kaybeden üzerine bir değerlendirme

Abstract

The Russia-Ukraine war is a hybrid war dominated by psychological conflict, information, propaganda, small-scale operations, cyberattacks and specialized groups of special forces soldiers. These hybrid war methods and strategies are of course not new. What is new is the virtual or digital space that strengthens the tools and reduces their cost. While the anatomy of the Russian-Ukrainian hybrid war, in which indirect and asymmetric actions are used, is examined in the study, the primary focus is on how interests based on strategic partnership evolved into war. In this way, apart from the perceived threat to Russia from Ukraine's potential accession to NATO and the EU, attention is drawn to the impact of political, cultural and religious reasons on the conflict. Secondly, the methods and tactics of hybrid warfare that will deprive the enemy of sovereignty by occupying or not occupying the target country's territory are discussed. Thirdly, an assessment is made of the winners and losers of this hybrid war, and it is stated that those who suffer the most from the war are the masses that are victims of the war. The final theme of the study is devoted to the discussion of the current state of affairs in the Russian-Ukrainian War, focusing particularly on the approaches of the parties and actors. The study examines the anatomy of the Russian-Ukrainian war, which appears as a hybrid war, through a multi-dimensional examination, and aims to contribute to the field with a broad perspective by including Putin and Zelensky's leadership strategies and recent developments.

Rusya-Ukrayna savaşı, psikolojik çatışma, enformasyon, propaganda, küçük çaplı operasyonlar, siber saldırı ve özel kuvvet askerlerinden oluşan uzmanlaşmış grupların hâkim olduğu hibrit bir savaş görünümündedir. Bu melez savaş yöntem ve stratejileri elbette yeni değildir. Yeni olan, araçları güçlendiren ve maliyetini düşüren sanal veya dijital alandır. Çalışmada dolaylı ve asimetrik eylemlerin kullanıldığı Rusya-Ukrayna hibrit savaşının anatomisi incelenirken, öncelikle stratejik ortaklığa dayanan çıkarların savaşa nasıl evrildiği üzerinde durulmaktadır. Böylelikle Ukrayna’nın NATO ve AB’ne katılma ihtimalinin Rusya nezdinde yarattığı düşünülen tehdit algılaması dışında, siyasi, kültürel ve dini nedenlerin de çatışmaya etkisine dikkat çekilmektedir. İkinci olarak hibrit savaşın hedef ülke topraklarını işgal ederek ya da etmeksizin düşmanı egemenlikten mahrum bırakacak yöntem ve taktikleri tartışılmaktadır. Üçüncü olarak bu hibrit savaşın kazananları ve kaybedenleri üzerine bir değerlendirme yapılmakta, savaştan en çok zarar görenlerin savaş mağduru kitleler olduğu belirtilmektedir. Çalışmanın son teması, Rusya-Ukrayna Savaşında gelinen noktanın tartışılmasına ayrılmış olup, özellikle taraf ve aktörlerin yaklaşımlarına odaklanılmıştır. Çalışma, bir hibrit savaş görünümündeki Rusya-Ukrayna savaşının anatomisini çok boyutlu bir inceleme ile ele almakta, Putin ve Zelenskiy’nin liderlik stratejileri ve son gelişmelere yer vererek alana geniş perspektifle katkı sunmayı amaçlamaktadır.
