Kültür ve Turizm Bakanlığı bütçesinin kalkınma planları bağlamında değerlendirilmesi ve turizm gelirlerine etkisinin analizi (1963-2023)

Abstract

Sahip olduğu zengin kültürel miras ve turizm potansiyeli nedeniyle Türkiye’de turizm alanında yapılan gelişmeler Osmanlı Devleti’nden günümüze birçok tarihsel süreçten geçmiş, ekonomik kalkınmaya sağladığı önemli katkı ile devlet tarafından desteklenmiş ve planlamalar yapılmıştır. Bu çalışmada Kültür ve Turizm Bakanlığı tarihçesinin ardından özellikle 1960 sonrası planlı kalkınma döneminde beş yıllık kalkınma planları çerçevesinde turizme yönelik hangi politika ve stratejilerin geliştirildiği içerik analizi yöntemiyle değerlendirilmiştir. Çalışmada ayrıca Kültür ve Turizm Bakanlığı bütçesinin kalkınma planları dönemleri itibariyle nasıl şekillendiği ve bu harcamaların turizm gelirleri üzerindeki etkisi ekonometrik analizle ortaya koyulmaktadır. 1963-2023 yılları arasında merkezi yönetim bütçesinden yapılan turizm harcamalarının turizm gelirlerine etkisi ARDL modeli ile incelenmiştir. Sonuçlar, uzun ve kısa dönemde pozitif ve anlamlı bir ilişki olduğunu göstermiştir. Granger Nedensellik testi, turizm harcamalarından turizm gelirlerine tek yönlü nedensellik bulunduğunu ve turizm harcamalarının uzun vadede turizm gelirlerini artırdığını göstermiştir. Sonuç olarak, turizm sektörüne yapılan yatırımların ekonomik büyümeye katkı sunduğu ve stratejik planlamaların sektörü güçlendirdiği belirlenmiştir.

The rich cultural heritage and tourism potential of Türkiye enabled the development tourism sector through various historical phases from the Ottoman Empire to the present. Given its significant contribution to economic development, tourism has been supported by the state, and strategic planning has been implemented. This study, using content analysis, evaluates the policies and strategies developed for tourism within the framework of five-year development plans, particularly during the planned development period after 1960, following an overview of the history of the Ministry of Culture and Tourism. Additionally, the study examines how the budget of the Ministry of Culture and Tourism has evolved across different development plan periods and assesses the impact of these expenditures on tourism revenues through econometric analysis. The impact of tourism expenditures from the central government budget on tourism revenues between 1963-2023 was analyzed using the ARDL model. The results indicate a positive and significant relationship in both the short and long run. The Granger Causality test reveals a unidirectional causality from tourism expenditures to tourism revenues, demonstrating that tourism expenditures contribute to increased tourism revenues in the long term. In conclusion, the study reveals that investments in the tourism sector support economic growth and that strategic planning strengthens the sector.
