TÜRKİYE’DE İŞ KAZASI İSTATİSTİKLERİNE YÖNELİK SORUNLAR VE ÇÖZÜM ÖNERİLERİ

Abstract

Türkiye’de iş kazalarının ortaya konulmasında en önemli kaynak Sosyal Güvenlik Kurumu yıllık istatistikleridir. İstatistikler içinde yer alan iş kazası tabloları, ülkede faaliyet gösteren işletmelerde yaşanan iş kazalarına yönelik genel durumu ortaya koymaktadır. Fakat tablolar, sektörler ve faaliyet kolları özelinde kazaların kök nedenine ilişkin ayrıntılı bilgi sunmamaktadır. Sosyal Güvenlik Kurumu tarafından yayınlanan iş kazası istatistiklerindeki bu eksiklik, iş sağlığı ve güvenliği risklerinin analizinin ve etkili önlemlerin belirlenmesinin önünde duran önemli bir engeldir. Bu çalışmada Türkiye'de Sosyal Güvenlik Kurumu tarafından yayınlanan iş kazası istatistiklerinin incelenmesi ve bu istatistiklerde görülen problemlerin belirlenmesi ve çözüm önerilerinin sunulması amaçlanmış ve doküman incelemesi yoluyla betimleyici çalışma yapılmıştır. Konu, Türkiye'de sektörler bazında iş sağlığı ve güvenliği önlemlerinin etkili bir şekilde planlanması ve uygulanması açısından önem taşımaktadır. Çalışmadan elde edilen bulgulara göre sektörler bazında yaşanan iş kazalarının nedenleri ve yaralanma türlerine ilişkin verilerin yetersizliği saptanmıştır. Bu sorunu ortadan kaldırmak için tarafların üzerine düşen görevler çalışma sonucunda ortaya konmuştur.The most important source for revealing occupational accidents in Turkey is the annual statistics of the Social Security Institution. The occupational accident tables in the statistics reveal the general situation regarding occupational accidents in enterprises operating in the country. However, the tables do not provide detailed information on the root cause of accidents specific to sectors and lines of activity. This deficiency in occupational accident statistics published by the Social Security Institution is an important obstacle to analysing occupational health and safety risks and determining effective measures. In this study, it is aimed to analyse the occupational accident statistics published by the Social Security Institution in Turkey and to determine the problems seen in these statistics and to present solution suggestions and a descriptive study was conducted through document analysis. The subject is important in terms of effective planning and implementation of occupational health and safety measures on the basis of sectors in Turkey. According to the findings obtained from the study, it was determined that there is insufficient data on the causes of occupational accidents and types of injuries on the basis of sectors. In order to eliminate this problem, the duties of the parties have been revealed as a result of the study.
