Yapı ruhsatı verilerinin enflasyona bağlı değişiminin Balıkesir ili özelinde araştırılması

Abstract

Bu çalışmada Türkiye geneli ve Balıkesir ili özelinde 2010 ile 2025 yılları arasında enflasyonun yapı ruhsat verileri üzerindeki etkileri analiz edilmiştir. Araştırmanın temel amacı olarak, söz konusu dönemde enflasyon baskısının inşaat sektörü üzerinde yarattığı değişimleri ortaya koyabilmek ve bu ilişkiyi Balıkesir ili özelinde değerlendirebilmektir. Veri seti olarak Türkiye İstatistik Kurumu (TÜİK)’in sunduğu; yapı ruhsat verileri, tüketici fiyat endeksi (TÜFE), inşaat maliyet endeksi (İME) ve Türkiye Cumhuriyeti Merkez Bankası (TCMB)’nin sunduğu politika faizi verileri kullanılmıştır. Betimsel ve grafiksel analiz yöntemi ile incelenmiştir. Toplanan veriler literatür ile birlikte analiz edildiğinde yüksek enflasyon ve faiz dönemlerinin yapı ruhsat verilerini olumsuz yönde etkilediği; farklı bir durumda ise negatif reel faiz dönemlerinde ise konut yatırımının cazibesini koruduğu görülmüştür. Balıkesir ili ölçeğinde edinilen verilerde ise ilin genel olarak Türkiye geneli ile hemen hemen benzer paralellik gösterdiği, bazı yıllarda ise zıt şekilde ilerleme gösterdiği incelenmiştir. Çalışmanın son bölümünde ise inşaat sektörüne ve konut politikasına dair politika önerileri ve sonuçlarına yer verilmiştir.

The effects of inflation on building permit data between 2010 and 2025 in Türkiye in general and in Balıkesir province were analyzed. The primary objective of the research is to reveal the changes brought about by inflationary pressures on the construction sector during the specified period and to evaluate this relationship specifically within the context of Balıkesir province. The dataset comprises building permit statistics and Consumer Price Index (CPI) data provided by the Turkish Statistical Institute (TurkStat), the Construction Cost Index (CCI), and policy interest rate data provided by the Central Bank of the Republic of Turkey (CBRT). The data were examined through descriptive and graphical analysis methods. When the collected data were analyzed in conjunction with the existing literature, it was observed that periods of high inflation and elevated interest rates adversely affected building permit figures, whereas during periods of negative real interest rates, residential investment retained its attractiveness. The data obtained at the provincial level of Balıkesir indicated that the province generally followed a trend broadly parallel to the national average, while diverging in the opposite direction in certain years. In the final section of the study, policy recommendations and conclusions pertaining to the construction sector and housing policy are presented.
