Germany’s occupation of Rhineland and Türkiye (1936)

Abstract

Germany was one of the countries that were disturbed by the political situation that emerged after World War I. Germany complained about the restrictions imposed by the Treaty of Versailles they signed at the end of the war, and this discomfort had a significant impact on Hitler's coming to power in 1933. Hitler’s Germany, which adopted an expansionist policy as soon as it came to power, aimed to remove the restrictions on the Rhine (Rheinland) as one of its primary goals. Accordingly, German armed forces entered the demilitarized Rhine region in March 1936 and thus rearmed it. Türkiye opposed the fait accompli change of the status quo after World War I in line with the wishes of the revisionist states and closely followed the events taking place in the Rhine region. In addition, the Rhine issue, which had similar problems with “the straits issue” that was on Türkiye's agenda at the time, became a more important issue for the Turkish authorities and the Turkish public opinion. The depth of this interest can be easily seen in the documents in the catalogues of the Turkish Diplomatic Archives of the Ministry of Foreign Affairs and in the the press of the period. The aim of this article is to analyse the Republic of Türkiye's view on the issue of the occupation of the Rhineland, using the aforementioned archival documents and the press as the main sources.

Almanya, I. Dünya Savaşı sonrası ortaya çıkan siyasi durumdan rahatsız olan ülkelerin başında gelmiştir. Savaş sonunda imzaladıkları Versay Antlaşmasının getirdiği kısıtlamalardan yakınan Almanya’da 1933 yılında Hitler’in iktidara gelmesinde bu rahatsızlığın önemli bir etkisi olmuştur. İktidara gelir gelmez yayılmacı bir politika benimseyen Hitler Almanya’sı, öncelikli hedeflerden birisi olarak Ren (Rheinland) bölgesi üzerindeki kısıtlamaları kaldırmayı hedeflemiştir. Bu doğrultuda Alman silahlı kuvvetleri Mart 1936’da silahsızlandırılmış Ren bölgesine girmiş ve böylece bölgeyi yeniden silahlandırmışlardır. Türkiye Cumhuriyeti, I. Dünya Savaşı sonrasındaki statükonun revizyonist devletlerin istekleri doğrultusunda bir oldubitti ile değiştirilmesine karşı çıkmış ve Ren bölgesinde gerçekleşen hadiseleri yakından takip etmiştir. Bunun yanı sıra o günlerde Türkiye'nin gündeminde olan Boğazlar Meselesi ile benzer sorunlar ihtiva eden Ren bölgesi meselesi, Türk yetkililer ve Türk kamuoyu adına daha önemli bir mesele haline gelmiştir. Dışişleri Bakanlığı Türk Diplomatik Arşivi kataloglarındaki belgeler ve dönemin basını incelendiğinde bu ilginin derinliği rahatlıkla görülebilmektedir. Bu çalışmada; adı geçen arşiv belgeleri ve basın temel kaynak olarak alınarak, Ren’in İşgali meselesine Türkiye Cumhuriyeti’nin bakışı incelenmeye çalışılacaktır.
