2000’li yıllarda yerel demokrasi ve yerel yönetimlerde demokratik uygulamalar

Abstract

Geleneksel yönetim anlayışında meydana gelen dönüşümlerle birlikte merkeziyetçi ve değişime kapalı örgüt yapıları 2000’li yıllarla birlikte yerini yerel yönetimler ve demokrasi ilişkisinin yoğunlaştığı yeni yapılara bırakmıştır. Bu süreçte demokrasinin yerleşmesi ve gelişmesini sağlayacak temel ilkelerinin gerçekleşmesini sağlayan yerel yönetimlerin, bu işlevi çeşitli kurum ve uygulamalar vasıtasıyla hayata geçirdiği görülmektedir. Bu çalışma kapsamında; halkın karar süreçlerine katılımı ve demokratik değerlerin yerel düzeyde sağlaması anlamına gelen yerel demokrasi kavramının, yerel yönetimlerdeki pratiklerinin incelenmesi amaçlanmaktadır. Kent konseyleri, ebelediye uygulamaları gibi pratikler, yerel yönetimler ve demokrasi ilişkisinin gelişmesine önemli katkılar sunmuştur. Ancak yapılan çalışmaların, yerel demokrasi bağlamında yeterli işlevselliği kazanamadığı görülmektedir. Bu doğrultuda bahsi geçen uygulamaların daha demokratik hale getirilmesi ve verimliliğinin artırılması yönünde çeşitli öneriler getirilecektir. Bu amaçlar doğrultusunda yöntem olarak, literatür taraması ile çalışmanın temelini oluşturan kavramlar açıklanmış, yapılan etkinlikler değerlendirilmiş ve konuyla ilgili mevcut durum tespit edilerek gerçekleştirilmiş çalışmalara ilaveten yapılması önerilen hususlar ortaya konulmuştur.

In 2000s with the transformation in the understanding of conventional authority, organizational structures that are centrist and unwilling to change, has given way to new structures in which the relationship between local administrations and democracy increase. Within this period, it has came out that the local administration which carries the basic principles for the improvement and establishment of democracy, makes this mission real through some institutions and practices. This study aims to analyze the prcatices of the concept of local democracy, which means the participation of people in desicion processes and the provision of democtratic values within the local level. City councils, e-city (e-municipality) applications have contributed a lot to the improvement of the relation between local administration and democracy. However, it has been realized that these practices cannot gain sufficient functionality in the context of local democracy. So this study will make some proposals as to increase the productivity and to make those practices more democratic. As the method of the study; thanks to literature search the main concepts have been explained, the practices have been evaluated and lastly, after the determination of the current situation, new proposals in addition to completed projects have been asserted.
