1980 sonrasi Türkiye’nin kamu mali yapisi ve mali performans göstergelerindeki değişmelerin incelenmesi

Abstract

1980’li yıllara gelindiğinde küresel boyuttaki değişimler Türkiye’nin de mali ve iktisadi yapısı üzerinde etkili olmuştur. Neoliberal politikaların etkili olduğu bu yıllarda devletin küçültülmesine yönelik olarak kamu harcamaları ve bütçe büyükliklerinde de önemli değişmeler yaşanmıştır. Türkiye’nin 1990’lı yıllar boyunca yaşadığı mali istikrarsızlık ve denetimden uzaklaşması kamu mali yapısı üzerinde olumsuz etkiler yaratmıştır. Bu durum özellikle faiz giderlerinin bütçe içerisindeki payının artmasına neden olmuştur. 2000’lı yıllarda bu durumun ortadan kaldırılması için çeşitli mali ve iktisadi önlemler alınmıştır. Bu çalışmada, ilk önce dünya genelinde yaşanan mali ve iktisadi değişimlerin Türkiye üzerindeki etkileri ortaya konulmuştur. Buna yönelik olarak önce küresel boyuttaki değişimler ve ardından Türkiye’nin kamu mali yapısı üzerindeki etkileri incelenecektir. Çalışmanın sonunda Türkiye’deki mali ve iktisadi önlemlerin olumlu sonuçlar ortaya çıkardığı anlaşılacaktır.

When the 1980s to changes in the global point size has also been effective on fiscal and economic structure of Turkey’s. In the years when neoliberal policies were effective, there were significant changes in public expenditures and budget sizes in order to reduce the state. Turkey’s of distancing from the fiscal instability and inspection that lived through 1990s has created a negative impact on public fiscal structure. This situation especially has led to an increase in the share of interest expense budget. In the 2000s, various fiscal and economic measures were taken to eliminate this situation. In this study, first of all in the worldwide fiscal and economic changes effect on Turkey was demonstrated. For this purpose, before changes in the global dimension, then the effects on Turkey’s public fiscal structure will be examined. It will be understood that the end of the study revealed positive results of the fiscal and economic measures in Turkey.
